Purpose:
This position is responsible for developing and implementing an employer relations and job development project – with the aim of connecting the program, IEP students and alumni with employers in order to create new employment opportunities and increase student career success. Under the direction of the Program Manager and the Faculty Lead, and together with IEP team members and work-study students, the Manager will develop and engage a network of employers and employment partners. The Manager will assist with the overall marketing of the program to the employer community. The manger will develop an IEP student -centered environment that addresses the employment preparation needs of program participants, provides information, coaching and advocacy to assist with student employment success.

The Manager will have multiple employment stakeholders’ interests to manage while responding to the needs of the students and the program. Will be responsible for measuring and monitoring the project’s success by profiling and tracking student’s and alumni’s career preparedness and achievements in order to promote and report on the program.

The Manager will hire and manage up to three work-study students whose work will focus on implementing the employer engagement strategy and providing support with marketing, events and tracking. The Manager may also act on behalf of the Program Manager in their absence.
 
Responsibilities:
THE KEY AREAS OF RESPONSIBILITY INCLUDE:
Develop an employer marketing and outreach strategy to employers in HR, IT and Business sectors.
Market the program and liaise with employers, professional and business associations, community employment services, and alumni to create attractive employment opportunities for IEP students and alumni.
Deliver employer preparation sessions and information to IEP students/alumni and provide culturally sensitive employment counselling services.
Monitor and evaluate employer and employment strategies and conduct on-going follow up with employers and participants to ensure tracking and recording of successful employment outcomes for program participants.
Manage program work study students to ensure delivery of employer and employability events, marketing, tracking and information provision.

DEVELOP AN EMPLOYER MARKETING AND OUTREACH STRATEGY TO ENSURE THE PROGRAM AND ITS PARTICIPANTS ARE SUCCESSFULLY CONNECTING WITH TARGETED EMPLOYERS AND JOB OPPORTUNITIES:
Develop a Profile of Students, Professional Sectors and Employers - Liaise with staff team and IEP students to identify interests, profile and provide appropriate job development support and employment opportunities in HR, Business and IT sectors. Analyze and agree priority sector and employer outreach targets with Program Manager. Review employer activities to date – identify successful past practice connecting IEPs with employers/jobs. Identify best practice in the immigrant employment sector for use by the IEP project. Map key contacts and develop an employer database based on IEP student needs, maintain contacts and information on employers, professional associations, employer organizations outreach.

MARKET THE PROGRAM AND LIAISE WITH EMPLOYERS, PROFESSIONAL AND BUSINESS ASSOCIATIONS, COMMUNITY EMPLOYMENT SERVICES, AND ALUMNI TO CREATE COMPETITIVE JOBS AND EMPLOYMENT OPPORTUNITIES FOR IEP STUDENTS AND ALUMNI:
Successfully connect IEP program participants with employers resulting in increased student employment in their occupational fields at an appropriate level. Plan and implement successful and innovative employer and employment related events and organize on site speakers from business sector, alumni, etc. Events may include sector specific recruitment events, speed networking, business challenges, etc. Market the program and students to employers and employment related organizations, meet, present and develop opportunities and proposals to enable partnerships, as required.

DELIVER EMPLOYER PREPARATION SESSIONS AND INFORMATION TO IEP STUDENTS/ALUMNI. PROVIDE CULTURALLY SENSITIVE EMPLOYMENT COUNSELLING SERVICES AND REFERRALS - INCLUDING INTAKE AND ASSESSMENT, ONE TO-ONE AND GROUP EMPLOYMENT COUNSELLING WITH IEP STUDENTS AND ALUMNI:
Provide workplace coaching to support successful pre-employment and work experiences for students. Coordinate the delivery of job readiness workshops and employment related sector specific information sessions for IEP students and alumni, may include for example preparing for networking and interviews, leveraging Linked In, etc. Identify barriers to engagement with and create new opportunities/approaches to promote the connection of IEP students and alumni to career coaching, mentoring and internship opportunities. Work with IEP Coordinator Student and Alumni to facilitate referrals of students to professional coaching, mentoring and internship opportunities. Maintain contact information and regularly liaises with alumni and students regarding employment updates and new information via social media, email and the IEP website; prepares reports related to activities and successes; recommends those suitable for profiles.

MONITOR AND EVALUATE EMPLOYER AND EMPLOYMENT STRATEGIES AND CONDUCT ON-GOING FOLLOW UP WITH EMPLOYERS AND PARTICIPANTS TO ENSURE TRACKING AND RECORDING OF SUCCESSFUL EMPLOYMENT OUTCOMES FOR PROGRAM PARTICIPANTS:
Document activities/impact in student / employer files, case management of individual students, Maintain IEP master list/database, keeping accurate records of students and alumni successes (databases, application processes, etc.); Conduct appropriate and regular follow-up activities with program participants and alumni, and maintain employer/student statistical information for quarterly reports.

WORK COLLABORATIVELY WITH IEP PROGRAM TEAM AND MANAGE PROGRAM WORK-STUDY STUDENTS TO ENSURE DELIVERY OF EMPLOYER AND EMPLOYABILITY EVENTS, MARKETING, TRACKING AND INFORMATION PROVISION:
This position is the designate manager for up to 3 work study students in the IEP in the Faculty of LA&PS and is responsible for hiring, performance management, training and supervision of workflow to meet operation requirements. Manages work study student performance and ensures they receive appropriate direction and training to carry out job responsibilities and identifies training requirements to meet the project’s needs. Works closely with the Manager of IEP to manage staffing requirements planning, and approve attendance, vacations and time off requests of work study students. Works closely with the Manager of IEP and IEP staff team to plan and manage staff support required for the delivery of employer activities and student engagement Works closely with the Manager of IEP and the Student and Alumni Coordinator to consult on and respond to IEP student and alumni employer preparation needs. As a member of the IEP team, where needed respond to queries received through generic email accounts, the main telephone line, and in person; etc. As a member of the IEP team, participates in team meetings, program activities and other team duties where required.

Purpose: To be aware of the career supports, knowledge, skills & language development that students are receiving.

Type: York International Office, Career Centre, Student Clubs and Employment Ontario Service Providers.
Purpose: To understand the tools and resources available to the individuals at York and in the community to recommend their use to IEP students where appropriate and to work with departments to bring individuals and corporations onto campus for information sharing and recruitment of IEP students/alumni.

Nature of Responsibility of Others:
Responsible for ongoing supervision of matters relating to the project with this staff team. Meets with staff members on a frequent basis, determines targets and training needed for given periods and analyzes progress in meeting targets. Responsible for hiring and any disciplinary action relating to the supervision of the above positions in matters relating to the work, and works in coordination with IEP program manager regarding related HR planning and activities.
 
Physical & Sensory Demands/Environmental Conditions:
Notes: Normal office working conditions. Some travel and occasional evening and weekend work where required.
 
Decision Making:
Independently manage external employer and employment related organizational relationships from initial contact to candidate onboarding ensuring that all stakeholder needs are met. Develop and direct the marketing plan for promoting the IEP program and its students to corporations and alumni. Works closely with IEP students to formulate their work goals, job seeking skills and career planning.
 
Direction Received:
Works independently and consults with the IEP Program Manager as needed.
 
Financial/Budgetary Control:
Operating Budget   $35000
In conjunction with the Program Manager and Academic Director, allocates the yearly budget related to work term and activities of the IEP Employer program.
 
Education:
Undergraduate university degree and/or equivalent combination of relevant education and experience.
 
Experience:
Minimum 3 years program coordination/management experience in the following areas: Employer Engagement and/or Business to Business development experience; Relationship and Partnership Management; Career Counselling, Planning and Placement; experience working with Internationally Educated Professionals in the areas of recruitment, training, account management or development.
 
Skills:
Incumbent must possess exceptional networking skills, including ability for presentations, cold calling and be able "to promote and sell" students to employers, professional associations and employment related networks. Maturity, professional decorum, diplomacy, tact, account relationship management, confidentiality and negotiation skills to ensure that stakeholders' needs are met. Ability to exercise good judgment in analyzing and evaluating situations/circumstances and solving problems. Incumbent must be very outgoing, positive and highly motivated. Must be comfortable liaising with high level HR contacts. Business to business development experience an advantage. Superior customer service skills, including account management. Adaptability to understand quickly various industries and their human resource needs as well as student backgrounds and career goals.
Experience with organizing and co­ordinating projects simultaneously that involve immigrant job seekers and employer contacts. Superior career counselling skills including experience in provision of career coaching, information and training. Demonstrated skills and ability to deliver complex advising and coaching including effective oral communication skills to elicit, interpret and summarize information. Demonstrate knowledge of immigrant employment related issues, related career coaching and job development strategies for IEPS. Knowledge of labour market information and trends, employment services, professional associations and/or employers in related fields – HR, IT, Business, etc.
Superior public speaking and presentation skills. Ability to show initiative and excel in an evolving work environment, including confidently handling high volumes and conflicting priorities. Active listening, superior oral and written communication skills. Experience in developing resource materials, writing articles and/or editing material for publication. This position supervises other employees and makes recommendations that affect those supervised, such as hiring, firing, promotion, and/or discipline. This position has responsibility for management action under collective agreements (e.g., notice of job closure, grievances, performance issues, etc.).

This position is responsible for formulating, managing and administering budgets for the University, including the allocation of resources for the employment of staff. If this position's responsibilities are primarily accounting/bookkeeping and reconciliation functions, do not check this box.

This position is responsible for the formulation of policy objectives and makes effective policy recommendations related to the development of administrative and academic programmes, including recommendations that would impact on staffing complement.

This position is responsible for making binding decisions involving independent judgement and discretion over important aspects of the University's business (e.g., independently negotiating and authorizing contracts, on behalf of the University, with third parties).

This position is required to perform duties and has responsibilities which, while not described above, are not included in a bargaining unit (e.g., excluded under a certificate by the Ontario Labour Relations Board.
