Purpose:
The Faculty of Science houses administrative departments, teaching and research
facilities. The buildings, which include Bethune College, Chemistry, Farquharson,
Life Sciences, Lumbers, Petrie Science and Ross, serve many diverse teaching and
complex research needs, some of which impose unique and specific demands on
the building infrastructure. Research space includes numerous laboratories that
house specialized equipment and/or work involving biomedical and environmental
hazards.
The Technical Services unit consist of the Science Stores, Machine Shop,
Electronics Shop and Glassblowing Shop that provide machine shop technological
solutions for design and construction of various specialized research and teaching
instrumentation - electronic, electrical and mechanical; repairs, maintenance,
modifications and installations of new or existing equipment, testing, calibration and
consultations for faculty, students and staff.
Reporting to the Director, Safety & Business Operations, this position is responsible
for the leadership, administration and provision of technical services to the Faculty’s
teaching and research operations. The incumbent manages and provides technical
leadership to staff in the unit, oversees the technical group activities and acts a
coordinator and technical consultant to academic staff and students. The incumbent
is responsible for planning, budget control and administration of the Faculty’s
Technical Services operations. |

Responsibilities:
MANAGEMENT:
Anticipates, develops and implements solutions to existing and emerging technologies that
address the needs of the unit. Maintains and updates technology, policies and procedures to
provide efficiencies.
Manages resources to provide a high level of client service and achieve objectives. Provides
detailed guidance and direction regarding projects; establishes deadlines and targets. Assigns
and coordinates work assignments and schedules; implements technology and directs tasks to
ensure the timely and efficient delivery of projects.
Serves as the primary technical resource/advisor to faculty, the technical services team and
students for all undergraduate, graduate and research laboratories. Provides design advice to
other staff members and users.
Oversees quality control in the Shops and works with faculty members to estimate cost for
projects; make decisions regarding the feasibility of projects and required resources, prioritizes
jobs, establishes labour hours and administers billing.
Sets quality and safety standards and ensures that staff members have safety training for use of
equipment.
Manages all aspects of inventory control and coordinates the movement of material between
departments.
Conducts regular meetings to provide updates, implement new technology and promote a high-
level of service to clients.
FINANCIAL:
Provides input into and administers assigned operating and capital budget within approved
budget limitations.
Develops plans and rationales for acquisition and maintenance of technical equipment based on
current and future requirements, state of repair of existing equipment and technological trends.
Recommends purchasing and selecting of major equipment for the unit; submits to Director for
approval.
Maintains effective cost control and records on projects and equipment purchases; monitors
costs to ensure projects stays within budget.
Manages work orders, reviews, approves and determines appropriate budgets and follows up to
ensure cost control and timely completion.
TECHNICAL:
Maintains a broad degree of knowledge of all management procedures and technologies that
are used in the unit operations.
Advises students and faculty members on feasibility and design of projects. Provides technical
and scientific support and assistance regarding equipment and methods, based on operational
knowledge of equipment, systems and functions.
Responds to questions/concerns from the academic community regarding matters relating to
technical services and/or equipment. Ensures that complaints or issues are resolved in a timely
and efficient manner. Works closely with the Director to resolve complex issues with minimal
delay.
Complies with and maintains currency on technological advances and standards.
CLIENT RELATIONS:
Has extensive interaction with faculty, staff and students within the Faculty and other York
groups. Follows-up on departmental complaints and concerns to ascertain needs and to ensure
the success of special projects and that projects meet the client’s needs and requirements.
Resolves complex technical or organizational problems that may arise during the project work,
in a timely manner to ensure work can be completed with minimal delay.
More complex issues, especially those involving staff, will be brought to the attention of the
Director.
In conjunction with the Director, Safety and Business Operations, the Technical Services
Manager must determine whether to promote services, to other University departments and
external research organizations, which align with FSc goals, objectives and resources.
MANAGEMENT AND ADMINISTRATION:
Oversees the effective and efficient management of the full and part-time staff and provides
leadership and mentorship to the team. This includes job specification and review, hiring,
training, directing and monitoring the implementation of annual plans, setting staff priorities,
guidelines, incentives and delegation of responsibility.
Motivates and advises staff to achieve and maintain high standards of work quality and
organizational performance; conducts performance reviews; sets, directs and monitors
implementation of annual plans. Communicates goals and objectives of the team and its
alignment with the Faculty and Integrated Resource Plan (IRP).
Assigns responsibility for tasks and decisions, establishes clear direction and sets measures.
Provides guidance to ensure that assigned staff meets the goals and expectations of the
position.
Authorizes and coordinates vacation and overtime requests. |

Nature of Responsibility of Others:
The Manager, Technical Services has direct responsibility for supervision of employees; is responsible for hiring; discipline; recommending termination; establishing goals and performance standards; monitoring and evaluating individual performance levels and training. Sets priorities, provides guidance and direction. Participates in grievance hearings at all steps. Responsible for managing in compliance with the appropriate collective agreement(s) and for supporting a sustainable labour relations environment. Implements and communicates new policies, technical strategies, procedures for implementation; in compliance with University and departmental policies and strategies; interprets and directs others during the implementation of policies, strategies, or procedures; monitors for effectiveness and recommends changes as appropriate. |

Decision Making:
Decisions made are directive or advisory in nature. Exercises a high degree of
responsibility and accountability within realm of responsibility. Consults with the
Director in cases of complex conflict and issues. The incumbent is responsible for
the effective management of all activities associated with the operation and
maintenance of technical services and equipment. The incumbent is responsible for
compliance with standards, policies and directives pertaining to operations and
participates in the budget planning process. Determines purchases for operational
needs and constantly reviews and adjusts according to developing in-year situations.
Develops and implements strategies to create and maintain efficient, cost-effective
operations. In consultation with the Director, develops and manages the external
cost-recovery plans for Technical Services. |

Education:
Community College training in Mechanical Engineering Technology or Electronics.

Experience:
Minimum 7 years working in a machine shop and 3 years of supervisory experience.
CAD/CAM experience. |

Demonstrated expertise in at least one of the following: Machining, electronics and
glass blowing plus experience with inventory management.
Thorough knowledge of current health and safety standards and principles and their
practical applications in shop environment.
Proven leadership skills.
Demonstrated ability to work effectively as part of a team.
Demonstrated excellent interpersonal skills including flexibility, discretion, tact and
listening.
Excellent organizational and management skills.

This position is responsible for the formulation of policy objectives and makes effective policy recommendations related to the development of administrative and academic programmes, including recommendations that would impact on staffing complement.
This position is required to perform duties and has responsibilities which, while not described above, are not included in a bargaining unit (e.g., excluded under a certificate by the Ontario Labour Relations Board.
