Purpose:
The Human Rights Office has three main functions: 1) receipt and management of complaints by current students, faculty and staff which are based on prohibited grounds of harassment or discrimination under the Ontario Human Rights Code, 2) Education of the university community on matters of human rights and 3) Advice to the University through the President and senior administration on human rights issues and the university’s implementation of its human rights related policies. Reporting to the President, the Director of Human Rights manages at a professional standard a caseload of complaints and concerns raised by current students, faculty and staff about human rights on the university’s campuses. He/She provides education and advice to the University and its students, faculty and staff on matters of human rights. In addition, the Director advises the University on how it can best realize its commitment to human rights and supports and serves on the Presidential Advisory Committee on Human Rights.
 
Responsibilities:
The Director provides oversight for the timely and appropriate handling of human rights enquiries and complaints. She/He acts as a subject matter expert on relevant legislation and York’s human rights policies, procedures and practices, and maintains current knowledge of institutional practices in this area. The Director creates and maintains effective communications with senior administrators to ensure that efforts are made to resolve complaints without recourse to the formal processes of the Ontario Human Rights Commission. This includes but is not limited to providing education and information and designing and implementing preventative strategies. He/She acts as a liaison between individuals and groups at the University and between the individuals and groups and the University’s administration, serving as a communicator or informed conciliator as appropriate. He/she advises complainants and respondents as to processes and steps involved in advancing and resolving issues related to human rights at York, and recommends policy and procedural changes where required to align with legislation, policies and mission. In appropriate circumstances, and in accordance with university established practices, the Director him/herself informally or formally investigates complaints made to the office, oversees staff in the investigation of such complaints, acts as a mediator of complaints or oversees staff acting as mediators of such complaints.

The Director implements and oversees a case management system and complaint evaluation program. Ensures that all elements of the complaints resolution process are aligned with each other and carried out to office standards.

The Director oversees the creation and implementation of initiatives for educating the faculty, students and staff on human rights issues which include communication materials, training and education events. He/She ensures that an analysis of human rights trends in the community is done so regularly that the future education programming is current and addresses the needs of the University.

The Director serves as a member of the Presidents Advisory Committee on Human Rights.

The Director has overall responsibility for the work of the Office, which includes the supervision of staff and oversees the management of the budget.

The Director oversees and implements such other projects and initiatives as are assigned by the President from time to time.

The Director has the overall responsibility for the entire budget.
 
Knowledge:
The successful candidate will have a proven track record of dispute resolution, successful investigation and the promotion of human rights. S/he will have extensive experience in the use and application of alternative dispute resolution mechanisms, including investigation techniques and the application of relevant legislation, policy and formal/informal processes. He/she has significant knowledge of evidence, due process and administrative fairness principles, along with extensive knowledge of human rights/ discrimination legislation, theory and practice. Knowledge requirements include policy development, case research, analysis of evidence and complex facts, applicable legislation and relevant public policy. Knowledge of program evaluation and application required. Sound knowledge of word processing and related software applications in a Windows environment. Fluency in French is an asset.
 
Education:
Recognized undergraduate degree (post graduate degree preferred) or equivalent experience and significant related training. Formal dispute resolution training and/or a certificate in the field or related discipline a strong asset. Knowledge of and training in human rights legislation an asset. French an asset.
 
Experience:
Progressive experience (7 years+) directly related to the fields of human rights. Extensive experience in conflict resolution and investigating issues related to human rights legislation and policy. He/she will have a track record of handling sensitive, time-driven issues to successful conclusion. Has managed complex cases and supervised others who have responsibility for conflict resolution, both at an informal and formal level. Experience in evaluating complaint issues and trends. Demonstrated experience in the use and application of alternative dispute resolution mechanisms. Proven track record in understanding issues and explaining issues from divergent and often contentious perspectives. Significant track record of handling sensitive, time-driven issues to successful conclusion. Significant experience managing complex cases and supervised others who have responsibility for conflict resolution, both at an informal and formal level. Experience in evaluating complaint issues and trends. Demonstrated experience in conducting program evaluation. Experience in policy development and analysis. Demonstrated experience in research skills. Experience in and knowledge about human rights legislation and its applications along with related public policy.

This position is responsible for formulating, managing and administering budgets for the University, including the allocation of resources for the employment of staff. If this position's responsibilities are primarily accounting/bookkeeping and reconciliation functions, do not check this box.

This position is responsible for the formulation of policy objectives and makes effective policy recommendations related to the development of administrative and academic programmes, including recommendations that would impact on staffing complement.
