Hours: 8: 30 am - 4:30 pm. Occasional evenings and weekends may be required for meetings, training or in an emergency situation. Must be available to respond 24/7 to emergency situations.
 
Purpose:
Reporting to the Manager of Emergency Preparedness, this position is responsible for being on site during an emergency situation, including implementing confidential critical response action plans and procedures for strikes, lockouts, evacuations, shelter-in-place, etc. The position provides operational support to the Emergency Management Group and Support Teams in the Emergency Operations Centre (EOC) using the Incident Management System (IMS). The incumbent will also provide program maintenance support to the Manager of the Emergency Preparedness Program by assisting in the development, coordination and delivery of emergency plans/procedures to approximately 6,000 staff and Faculty at both the Keele and Glendon campuses. The incumbent develops and delivers a comprehensive public awareness program directed towards Faculty, staff and approximately 50,000 full time students. Participates in the development and delivery of extensive training and education initiatives directed towards the York community as a whole, and Emergency Response Wardens, Building Emergency Captains and members of the EOC specifically, in order to assist in response and recovery operations to prevent the loss of life and damage to property. Acts as the first point of contact for the Office by maintaining a broad understanding of all issues (political and operational) that may impact the Office and emergency preparedness and management; displays tact, diplomacy and discretion in order to interact effectively with Faculty, staff, students, members of the public, and other emergency management responders and stakeholders. The incumbent will be expected to be available 24/7 to respond in the event of an emergency and must have a valid G2 or G license.
 
Knowledge:
Must be able to demonstrate knowledge of the principles and practices of the 5 pillars of emergency management (mitigation, prevention, preparedness, response, and recovery) and Hazard Identification and Risk Assessment (HIRA).
 
Education:
Post secondary education with a certificate or diploma in Emergency Management or related field such as Business Continuity Planning, Public Administration, Critical Incident/Crisis Management, environmental disasters; related training through Emergency Management Ontario or the Canadian Emergency Preparedness College, Disaster Recovery Institute or the equivalent in training, education and experience. Being a member of Ontario Association of Emergency Management, and/or International Association of Emergency Managers would be an asset.
 
Experience:
Minimum 3 years experience in Emergency Planning or Management. Must have an excellent knowledge of emergency management legislation (Emergency Management and Civil Protection Act, 2006), including a broad understanding of municipal government, first response agency and stakeholder responsibilities; can demonstrate experience in community awareness and training/exercise program development and delivery. Experience working in a university setting would be an asset
 
Skills:
Demonstrated ability to multi-task in a challenging environment. Strong research, analytical,report writing, presentation, training and facilitation skills. Must keep current on all relevant emergency management legislation (municipal, provincial and federal) and by-laws in order to evaluate and interpret its relevance and application to University plans and procedures. Demonstrated abililty to exercise discretion in dealing with and releasing highly confidential and/or controversial information. Skills to persuade stakeholders in achieving program objectives. demonstrated ability to work effectively in a team environment and the ability to work unsupervised while achieving stated goals and objectives. Excellent computer skills using internet, Word, PowerPoint, Excel, etc. Demonstrated ability to prepare, modify and update training materials and deliver presentations and training. Demonstrated ability to draft and write procedures, reports, letters, and work plans.
