Purpose:
Reporting to the Dean/AVP Graduate, the Executive Officer is the senior non-academic administrator of the Faculty of Graduate Studies and is responsible for providing strategic oversight (directly and indirectly) of all non-academic services in the Faculty of Graduate Studies The Executive Officer is responsible for budget planning and financial control, human resources, administration and policy, facilities and space management. The EO also provides support to the Dean and Associate Deans in matters related to academic administrative appointments in Graduate Studies, policy and resource allocation. The EO works with Central Administration and Graduate Programs on aforementioned matters to facilitate decentralized resources management and informed and effective budgetary decision-making. The EO is policy advisor to the Dean/AVP Graduate, with regard to resource utilization, budget and professional management of administrative projects and processes throughout the Faculty of Graduate Studies and with regard to human resources and employee relations activities for all non-academic faculty employees. In addition, this role is responsible for ensuring that academic administrators across Faculties are in compliance with the relevant Collective Agreements for graduate student employment. The EO of FGS is expected to be the "subject matter expert" and advisor for his/her fellow FEOs on graduate studies matters, and is responsible for developing models and strategies, both short-term and long term, for graduate student funding in the context of enrolment and target pressures and relevant collective agreements.
 
Knowledge:
Superior skill in budgetary planning and control; advanced computerized spreadsheets and data base management skills including on-line financial records system; in depth knowledge of finance, budget and procurement processes highly developed analytical and planning skills; consensus building and superior leadership skills; ability to work effectively with a variety of constituent groups at all levels; broad knowledge of human resources, employment legislation and collective agreement administration; broad understanding of the goals and objectives of a University; knowledge and understanding of each Faculty’s academic plan and graduate priorities; thorough knowledge of academic administrative processes and governance to develop and maintain effective administrative practices and procedures; excellent communication skills, both oral and written; comprehensive knowledge of administrative and business policies and practices in a large institution; long range planning (budget, staff, computing, space) skills; broad knowledge of facilities and building operations and services; overview knowledge of regulatory requirements for health and safety in a large workplace; general knowledge of administrative computing applications preferred.
 
Education:
A University degree is required. Graduate degree preferred. Accounting accreditation desirable.
 
Experience:
7 to 10 years of senior administrative experience in progressively responsible positions. Expertise in contract administration in a unionized environment. Experience in a university or other public sector environment is an asset.
