Purpose:

Reporting to the University Librarian, the Executive Officer is the senior non-academic administrator of the York University Libraries (YUL) and is responsible for providing direction and management of the administrative, financial, human, physical and material resources of the Libraries and all related short and long term planning. In conjunction with the University Librarian (UL), the Executive Officer supports the development of strategic plans for the YUL and the implementation of those plans through the coordination of librarians, staff and student decision-making bodies and offices.
 
Knowledge:
Formal training on accounting and financial administration as well as advanced spreadsheet skills.
 
Education:
University degree required plus a relevant professional credential (eg MBA, financial designation).
 
Experience:
7 to 10 years of senior managerial experience in an educational or comparable institutional environment required. Experience in managing financial, facilities, and human resources involving strategic planning. Broad understanding of the goals and objectives of a University required including decision-making processes at York University would be an asset. Knowledge of Library science and trends in library management and services an asset.
 
Skills:
Highly developed analytical and planning skills; advanced knowledge and skills in financial management, budgetary planning and control, and financial record systems; excellent organizational and management skills; in depth knowledge of university financial, budget and procurement policies and practices for core areas of responsibility. Knowledge of academic and staff collective agreements and their administration and human resources policies and practices relating to all employee groups in the YUL; thorough knowledge of academic administrative processes and governance to develop and maintain efficient and effective administrative practices at all levels within the YUL; detailed knowledge of health and safety requirements; general knowledge of computing applications including advanced spreadsheet skills. Networking and consensus building skills, superior leadership skills, discretion; diplomacy and tact; unimpeachable integrity and ability to evoke trust. Ability to work effectively with a variety of constituent groups and staff at all levels. Excellent communication skills, both oral and written. Advanced computerized spreadsheets skill in preparing, forecasting and monitoring budgets; excellent analytical and organizational skills.
