Purpose:

Reporting to the Senior Executive Officer, and working closely with OIPA and Vice Provosts/Associate Vice Presidents, the Senior Finance & Academic Planning Officer proactively supports the development and implementation of the University’s strategic plans and new initiatives. The position contributes to the development of all aspects of finance and academic planning and strategic initiatives by undertaking research, analyzing data particularly relating to internal budget allocations, academic, support and infrastructural needs within the Academic Division. The position develops and prepares research papers, reports and recommendations to support strategic planning and decision-making within the office of the Vice-President Academic & Provost. In particular, the position supports strategic financial and academic planning in and among the Faculties and Library and will work directly with the senior administration of the Faculties and Library to formulate financial planning documents for the Academic Division. The position is responsible for preparing multi-year plans and analysis regarding financial, enrolment and complement planning for the Division which has responsibility for an operating budget of more than $450M and over 50,000 graduate and undergraduate students, over 1500 full time and 3500 part time faculty as well as academic support of the university.
 
Education:
Graduate degree (e.g. MBA) required or an accounting designation (eg CA, CGA. CMA).
 
Experience:
7 to 10 years of senior managerial experience in an educational or comparable institutional environment required. Demonstrated experience in policy analysis, information management and planning, quantitative modeling and forecasting, within the postsecondary education system OR within a large complex public sector environment. Experience in strategic planning, change management, and policy development and implementation. Demonstrated knowledge of experience in research and statistical methods. Demonstrated knowledge of University’s budget and administrative policies as well as budget modelling and forecasting.
 
Skills:
Comprehensive knowledge of the University Strategic Plan, Divisions' and Faculties' business plans, policies and administrative structure. Knowledge of trends and developments related to resource allocation and planning activities within a higher education environment. Breadth and depth of understanding of organizational budgetary and financial drivers, university-based “business” planning practices, interpretation of policy, governance/decision making process and strategic planning. Experience with strategic and integrated planning and resource optimization. Well developed project management skills as well as ability to meet tight timelines. Strong analytical stills. Must be able to deal with confidential information that has legal and labour relations implications. Demonstrated expertise in the use of large databases. Superior quantitative, analytical and problem solving skills. Proficiency in a range of PC based applications. Ability to think independently and creatively. Excellent oral and written communication skills, including ability to draft and edit technical reports and briefing notes; ability to interact comfortably with senior Faculty administration and managers at all levels with the University; make effective, complex presentations. Excellent judgment and interpersonal skills, tact and diplomacy. Ability to work effectively in a confidential environment. Ability to function effectively in a consultative decision-making environment and to resolve issues and avoid disputes that can at times be perceived as being quite central to the ability of a Faculty or units to achieve their goals and objectives. Ability to work in an environment of multiple and, at times, competing priorities.
