Purpose:
PLEASE NOTE: This position
requires bilingualism in English and French.
Broadly focused on dissemination and capacity building for knowledge mobilization,
the Manager will collaborate with Research Impact Canada (RIC) member
institutions as well as the Conference Board of Canada (CBoC) to operationalize
RIC’s commitments to knowledge mobilization for the Future Skills Centre (FSC)
ensuring results of skills research and projects are disseminated to Canadians with a
focus on youth and marginalized populations . Under the direction of the Executive
Director, Research & Innovation Services at York University, the RIC Network
Manager for Future Skills will oversee effective RIC network operations as well as
dissemination and capacity building activities for FSC.
This is a mandatory bilingual (French/English) position. This is a contract position
ending March 31, 2024.

committed to maximizing the economic, social and environmental impacts of
academic research. RIC is committed to developing institutional capacities to
support knowledge mobilization by developing and sharing knowledge mobilization
best practices, services and tools. York University was a founding member of RIC in
2006 and remains the lead institution. RIC is partnered with the Conference Board of
Canada to provide knowledge mobilization and stakeholder engagement for the

Responsibilities:
NETWORK MANAGEMENT:
Provides leadership and provides effective brokering between skills research/knowledge and
end users.
Ensures effective integration with CBoC to deliver on knowledge mobilization and stakeholder
engagement for the Future Skills Centre.
Ensures effective integration with the Knowledge Mobilization Unit at York University leveraging
their +13 years’ experience in knowledge mobilization and as founding RIC Lead Institution
since 2006.
Works with RIC Lead Institution to implement the RIC Strategic and Operational Plan and
specifically as it relates to the Future Skills Centre.
Leads team that supports RIC Governance Committee and three working committees to ensure
effective Network management and governance: Communications, Evaluation, Professional
Development. Works with research assistants supporting the committees.
Liaises with RIC Governance Committee members at RIC 17 member institutions to ensure all
network members are engaged in and deriving benefit from RIC membership.
Works with the yaffle (www.yaffle.ca) team at Memorial University of Newfoundland to oversee
the development and deployment of yaffle for future skills, CBoC and RIC.
FINANCIAL AND PROJECT REPORTING:
Manages project funds ($1M/year) from CBoC ensuring compliance with all York University and
CBoC policies and procedures including those from the broader public sector and financial
guidelines from Employment and Social Development Canada.
Prepares narrative reporting for review and submission.
Works with York University Research Accounting to ensure on time financial reporting and
invoicing.
Works with CBoC Future Skills to operationalize performance evaluation collecting quantitative and
qualitative data as required.
STAFF SUPERVISION AND PROJECT MANAGEMENT:
Responsible for recruitment and selection of three full time staff: two knowledge brokers and one
administrative coordinator as well as casual employees as needed; establishes objectives and
deliverable and manages staff to ensure they are met.
Develops plans for knowledge mobilization capacity building and knowledge mobilization
dissemination including deliverables, resource allocation, progress monitoring.
Reports on progress and highlights any deviations from plans.
Oversees administrative functions including arrangements for in person and virtual meetings as
well as ensuring timely recording and reporting on meeting proceedings.
Actively promotes Equity, Diversity and Inclusion for all project activities.
EVENT PLANNING:
Develops, manages and executes plans for events such as meetings, training courses,
conferences: this includes budget planning, ensuring appropriate accommodations are secured,
developing communications material (including web sites), securing sponsorship, establishing
event committee(s), determining program content including sourcing appropriate speakers.
Ensures events are executed on time and on budget.
Oversees delivery of events: location, on site trouble shooting, evaluation and reporting.
Coordinates with RIC event leads, CBoC and FSC participants.
COMMUNICATIONS:
Oversees and ensures RIC website and associated content is maintained. Develop and/or ensure
content is effective, relatable and current. Oversees internal and external communications including
social media channels. Works with RIC communications coordinator (casual hire) to ensure RIC
website, monthly newsletter and annual report are developed, released and maintained on time
and on budget.
STAKEHOLDER ENGAGEMENT:
Develops and maintains relationships with skills stakeholders including non-profit, municipal,
provincial, federal, indigenous and private sector partners. Involves stakeholders as needed in
planning and events. |

Purpose: Liaison to build strategic partnerships and commercialization activities; to act as a resource for project information and sharing relevant information; obtain and provide information, implement and coordinate collaborative activities. |

Responsible for managing staff in compliance with all provincial employment related legislation and York University human resource policies, processes and guidelines. Responsible for recruitment and selection, training and development, performance management, attendance and absence management. Responsible for managing staff in ensuring compliance with applicable York collective agreements as required and promoting and supporting to ensure a positive and sustainable employee relations environment. |

Notes: Normal working conditions in an office environment. May be required to travel nationally to events and conferences representing York University and partners (Conference Board of Canada, FSC).

Decision Making:
The RIC Network Manager is responsible for making decisions and acting
independently within the overall responsibilities of the job. The incumbent exercises a
high degree of initiative to ensure that the overall research goals and parameters of the
project are met. Superior relationship management with external partners is critical to
building and maintaining successful partnerships. |

Direction Received:
The incumbent works independently with direction from the Executive Director,
Research & Innovation Services. This position will also rely heavily on external groups
that are part of the Research Impact Canada network. |

Responsible for overseeing purchases through research activity funding (e.g. specialized equipment). Oversight of capital projects and renovation of offices related to allocation of eligible funds. Responsible for all narrative and financial reporting including audits. Responsible for securing sponsorship for events, setting attendance fees and managing registration revenue.

Education:
Post-graduate degree (Master’s or higher) required. |

Experience:
Five years’ experience related to knowledge mobilization required. Experience
managing budgets required. Note this is not a communications position. Professional
communicators are welcome to apply so long as they have demonstrated knowledge
mobilization experience beyond communications. Preference will be given to candidates
with demonstrated experience in, and existing relationships with, stakeholders (public,
private and non-profit sectors) in the Canadian skills sector.
Experience in the development of proposals, strategic plans, reviews, or other complex
written documentation required.
Experience working in a research setting and/or university is preferred. |

Excellent bilingual French/English written and verbal communications skills.
Excellent presentation skills and comfort with speaking before an audience.
Ability to effectively manage multiple tasks and priorities. Ability to prioritize and work
effectively under pressure to meet deadlines.

Strong interpersonal and negotiating skills. Proven ability to develop credibility and
effective working relationships with faculty, staff, and other relevant internal
stakeholders and RIC members. Ability to determine the nature and urgency of
inquiries and issues, and triage appropriately. Ability to analyze problems, identify
key information and issues, and effectively resolve.
Ability to take complex information and fluently translate into clear and succinct
language for a broader audience in both English and French.
Ability to demonstrate initiative, resourcefulness and sound judgment.
Ability to conduct needs analyses, plan, organize, manage, monitor, complete, and
evaluate projects within allocated time and resources.
Ability to exercise and discretion.
Knowledge of workforce development and/or Canadian skills and training ecosystem
in the context of the future of work considered an asset.
Proficiency in MS Office, desktop publishing and web design applications. |
